Originally developed in 1999, the WinTopo project was instigated to provide a quality raster to vector conversion solution as good as high priced commercial products. Although not quite as efficient as WinTopo Pro, WinTopo Freeware is the complete solution for users wanting to do small volumes of raster to vector conversion.
